ECC is there to govern Exeter  —

should it Serve or Rule its Citizens?

There is a fundamental difference between the two.  A democratic body serves, but a totalitarian bureaucracy or dictator rules. We tell the difference, not by words, but by actions.  If these agree, that’s great. Where they do not, we are still given a message in words.  What is that signal which Club and community are receiving from the Council?
